Tropical Storm Debby turns sights on Fla., Ala.

A state of emergency has been declared in Louisiana in preparation for Tropical Storm Debby and oil rigs across the Gulf have been evacuated. The Weather Channel's Mike Seidel reports.

Updated at 10:13 p.m. ET: Parts of Florida and Alabama were under a tropical storm warning Sunday as Debby churned off the Gulf Coast, leaving wary residents to closely watch a storm whose path has so far been difficult to forecast.

Underscoring the storm's unpredictable nature, forecasters discontinued a tropical storm warning for Louisiana after forecast models indicated Debby was less likely to make a westward turn than initially predicted. Coastal Alabama and parts of Florida, including the Panhandle, remained under tropical storm warnings.

Debby already had dumped heavy rain on parts of Florida and spawned some isolated tornadoes, causing some damage to homes and knocking down power lines. High winds forced the closure of an interstate bridge that spans Tampa Bay and links St. Petersburg with areas to the southeast.

The first named storm of 2012 to enter the Gulf of Mexico, was centered about 115 miles south-southwest of Apalachicola, Florida and was nearly stationary, the National Hurricane Center said in its 7 p.m. CDT update.

Debby, no longer expected to gain hurricane strength, packed winds of 60 mph, the Miami-based center said.

Citing a "significant change in the forecast track," the NHC said Debby is expected to hit the Florida Panhandle near Panama City on Thursday as a tropical storm. "This forecast remains uncertain due to weak steering currents," the NHC said.

The NHC had previously predicted that the storm would track westward toward the Louisiana coast as a weak hurricane, spurring Louisiana Governor Bobby Jindal to declare a state of emergency.

Chris Landsea, a meteorologist at the National Hurricane Center, said forecasters rely on computer models which were contradictory until Sunday.

"They came into a bit more of an agreement that the westward turn is less likely," he said.

Landsea said every storm is different and has different characteristics, "and in this case it's a very unpredictable storm." He said Debby was could become a hurricane.

A major concern will be flooding from heavy rainfall. Parts of Florida and southeast Georgia could receive 10 to 15 inches of rain, with some areas getting as much as 20, he said.

Debby's top sustained winds were at about 60 mph (95 kph). The storm was moving toward the northeast at 3 mph (6 kph).

Near the mouth of the Mississippi southeast of New Orleans, Plaquemines Parish President Billy Nungesser said officials were making preparations to protect the main highway from tidal flooding.

At least one tornado linked to the storm touched down Saturday in southwest Florida, but no injuries were reported. Another was reported Sunday in Venice, damaging some homes.

"This is quite common with this type of storm," senior hurricane specialist Stacy Stewart with the National Hurricane Center said of the twisters. "They tend to not be very large or long-lived, which can be difficult to detect on radar. So people need to keep an eye on the sky."

Debby has shut nearly a quarter of offshore crude oil and natural gas production, the U.S. government said.

BP Plc, the largest oil producer in the Gulf of Mexico, shut in all of its production. The Louisiana Offshore Oil Port, the only U.S. port for handling the largest oil tank ships, stopped operating due to rough seas.

ConocoPhillips and Royal Dutch Shell Plc had also shut some of their production as of Sunday as the first storm of the 2012 Atlantic hurricane season to threaten offshore production gained strength in the Gulf.

The storm has a 30 percent chance of reaching hurricane strength before landfall and could temporarily disrupt 55 percent of Gulf offshore oil production and 44 percent of natural gas production due to short-term evacuations, according to Weather Insight, a unit of Thomson Reuters.

Despite storm warnings in the Panhandle, Debby hadn't totally dampened vacations.

Thousands were on the beach at Pensacola Beach, Fla., on Sunday morning. Many used their phones to take photos of huge waves crashing into the concrete supports of a fishing pier. There wasn't any rain yet; just gusty winds and dark, fast-moving clouds.

Few people were in the water. Red flags warned tourists to stay out of the surf, and lifeguards cruised the sand on all-terrain vehicles, blowing whistles at anyone who got near the waves.

Workers with rental companies used pickup trucks to gather chairs and umbrellas as a precaution against an unusually high tide.

Chinese Children Visit the Norwegian Embassy

On 20 June 2012, the Royal Norwegian Embassy in Beijing had the honor of hosting a refreshing meeting with 23 enthusiastic and talented students from the Chinese Young Cultural Ambassadors Organization.

The children had been taking part in ? and won -The Young Cultural Ambassadors Contest, which is hosted by the Chinese Society of Education and organized by the Subcommittee on Primary and Secondary School Culture Research.

The 23 Young Cultural Ambassadors have been visiting several foreign embassies in Beijing. The aim of the project is to expand and increase the understanding of other countries, their society and culture. Wednesday 20 June it was this year?s winner?s time to visit the Royal Norwegian Embassy.

The children were met by representatives from the embassy?s press and culture section and were given a thorough introduction to different aspects of Norwegian society and culture by the embassy?s First Secretary for Press and Culture, Ms. Tone Helene Aarvik.

The youngsters showed great interest and knowledge of Norway and throughout the presentation and the following discussion it was clear that the Young Ambassadors shared a passion for both salmon and protection of the environment along with the Norwegian people.

The Norwegian ambassador to China, Mr. Svein O. Saether, also came to meet the young and promising, expressing his gratitude for their interest in Norway. During his visit Ambassador Saether and the Young Cultural Ambassadors discussed different topics, such as the Beijing Olympics in 2008 and popular sports in Norway and China.
After the presentation and the talk with Ambassador Saether, the children were given the opportunity to take a tour in the ambassador?s residence where they were introduced to the embassy?s extensive collection of Norwegian art.

The successful visit was ended with the presentation and exchange of gifts which included impressive art works the talented children had made themselves and showed that the young ambassadors were as skillful in arts as in their academic knowledge.

It seems that a lot of people are growing increasingly tired of Tim Burton, accusing him of repeating the same old schtick for his own amusement. Well, his and Johnny Depp?s. But it?s a schtick that does seem to strike a chord with a lot of us and there?s no denying that an on-form Burton is a force to be reckoned with. He seemed like the perfect choice to bring hokey 1950s supernatural soap opera Dark Shadows to the big screen, and with an excellent cast, expectations were high. In the late 1700s, wealthy Maine landowner Barnabas Collins (Depp) spurns the affections of his servant Angelique (Eva Green), who promptly reveals herself to be a witch, kills his beloved and turns him into a vampire. Barnabas is buried alive, only to be dug up 200 years later in 1972. The Collins family still lives in the mansion but is a shadow of its former self. With only matriarch Elizabeth (Michelle Pfeiffer) privy to his secret, Barnabas sets about restoring his family to their previous position, but must contend with their main rival: Angelique. Let?s start with the bad. Audiences who have grown tired of Burton will not find much to enjoy here. Much of the film finds the director pretty much on cruise control, unwilling to take the film to any really dark or strange places. The 70s setting does much of the work for him (Hippies! Lava lamps! Alice Cooper!), the script by Seth Grahame-Smith is sloppy and haphazard, with plotlines dropped at random and characters disappearing from the film for long stretches. The first half often seems to exist only to give Depp a steady stream of fish out of water jokes, some of which are better than others. There?s an abundance of opportunities here with such an array of odd characters and excellent character actors that it?s frustrating to see them wasted. That being said, we can also report that the film is a great deal of fun. The sets are beautiful, the costumes are magnificent, there are some fantastic performances, and things improve greatly in the second half when things actually get going. Depp goes for a lower-key performance than expected which is mostly effective, and he works wonderfully with Green and Pfeiffer, who does excellent work as the calm, aloof but resourceful head of the family. However, Chlo? Grace Moretz is surprisingly on-and-off as her perpetually unimpressed daughter Carolyn, Jonny Lee Miller doesn?t have much to do apart from wear a succession of turtlenecks as Elizabeth?s ne?er-do-well brother Roger, and Jackie Earle Haley?s drunken handyman Willie Loomis deserves much more screen-time. Helena Bonham Carter has some fun with her aging psychiatrist but she suffers from a similar lack of character development. The real triumph of Dark Shadows is the casting of Eva Green as the crazed, preening, vengeful, lustful witch. It?s a performance so wickedly enjoyable that when she?s on screen the many faults of the script and the film seem negligible. She completely nails the tone of arch, vampy comedy that the film goes for but only occasionally hits. The problems with Dark Shadows are many and they are impossible to ignore but it?s never boring. The cast are on good form and clearly enjoying their work, and for the many plotlines that fizzle and are ignored there are some wonderful details that pop up. After a disappointing first half the second builds to a highly enjoyable, over-the-top crescendo. Verdict: In desperate need of a better script and more focus, Dark Shadows is not as good as we hoped, but much more fun than we feared.

PITTSBURGH (AP) ? Nail Yakupov is ready to live with the spotlight that comes with being a No. 1 pick.

On the night he was chosen first in the NHL draft, he had to share it when the host Pittsburgh Penguins traded popular forward Jordan Staal to the Carolina Hurricanes.

An hour after the Edmonton Oilers started the draft on Friday night by selecting the dynamic 18-year-old Russian forward with the top overall selection, the Penguins shook up the somewhat ho-hum proceedings by sending Staal to a reunion with his brother Eric in Carolina.

When NHL commissioner Gary Bettman announced the trade, Consol Energy Center shook with the kind of fervor normally reserved for a playoff game and dwarfed the modest applause that accompanied Yakupov to the stage to don an Oilers sweater.

No matter. Yakupov never really bought into the hype anyway. The sooner he can start playing and stop talking, the better.

"I can't wait," Yakupov said after being the first Russian taken with the No. 1 pick since Washington drafted Alex Ovechkin in 2004.

Yakupov respects the two-time MVP but patterns his game after another Russian star, Pavel Bure. In a way, Yakupov already has one leg up on his idol.

The Russian Rocket scored 437 goals during his 12-year career, but he wasn't taken until the sixth round of the 1989 draft.

Yakupov, who spent the last two seasons with the Sarnia Sting of the Ontario Hockey League, didn't have to wait nearly as long to hear his name called. The Oilers, picking No. 1 for the third straight year, practically sprinted to the podium to grab the player they believe is the next piece of a core that includes center Ryan Nugent-Hopkins and winger Taylor Hall, the top picks in the previous two drafts.

"I think it's going to be a great team," Yakupov said.

Yakupov, who scored 31 goals in 42 games last season, is eager for the next step following weeks of speculation.

"It's not over, it's just starting," he said.

Born in the Republic of Tatarstan in Russia, Yakupov has consistently shot down speculation he is going to return to his homeland and play in the Kontinental Hockey League. He stressed repeatedly in the days leading up to the draft that the NHL is "the best league in the world."

While hardly the biggest player on the ice, the 5-foot-11, 185-pound Yakupov has dazzling speed and nimble footwork. He plays with a relentlessness that made him the top player on most draft boards. Yakupov broke Sarnia's rookie scoring record ? held by Steven Stamkos ? in the 2010-11 season when he finished with 49 goals and 101 points.

Yakupov was also a rarity in a top 10 dominated by defense. Other than Sarnia teammate Alex Galchenyuk ? taken third overall by Montreal ? the other eight picks were defensemen.

The Columbus Blue Jackets continued to shore up their blue line by taking Ryan Murray of the Western Hockey League's Everett Silvertips with the second pick. The 6-foot, 198-pound Murray had nine goals and 22 assists in 46 games last season.

The 18-year-old Murray became the youngest player since Paul Kariya in 1993 to play for Team Canada in the world championships this spring, and his ability to make an impact on both ends of the ice won over the rebuilding Blue Jackets.

"We are very happy to have Ryan Murray join our organization," Columbus general manager Scott Howson said. "He solidifies what we believe is a position of strength. His character and two-way play will be very valuable to our hockey club."

The prideful Canadiens, coming off a miserable season, hope Galchenyuk can one day provide a needed spark to a lethargic offense. The talented center missed all but two games of this past season after he tore a knee ligament.

Galchenyuk, born in the United States to Russian parents, is considered a gifted passer. He totaled 31 goals and 52 assists during the 2010-11 season. He already speaks two languages, and joked that he had better start picking up French.

"I think I have classes starting next week," he said with a laugh.

With the top high-flying forwards off the board, teams then went heavy on defense in a draft considered short on offensive star power.

The New York Islanders chose defenseman Griffin Reinhart with the fourth pick, starting a run of seven straight defensemen taken.

Among them was Derrick Pouliot, taken eighth overall. That Pouliot was taken so high wasn't remarkable, it was the team that got the pick to grab him that shook up the night.

The Hurricanes had the eighth selection but things changed quickly when Bettman walked onto the stage and announced a trade the hometown crowd "might want to hear."

Moments later, Pouliot pulled on a black Pittsburgh jersey.

"Yeah, I was a little surprised," Pouliot said.

So was the crowd following a whirlwind 24 hours in which the 23-year-old Staal turned down a contract extension from the Penguins, setting off a series of events that ended with Staal ? who is getting married this weekend with most of his former Penguins teammates expected to attend ? moving on.

"We wanted a deal (with Staal)," Pittsburgh general manager Ray Shero said. "But it was obvious in the last 24 hours that ... this was the right thing to do."

Staal, who helped Pittsburgh to the Stanley Cup title in 2009, will join brother Eric in Carolina.

The Penguins weren't done dealing, sending defenseman Zbynek Michalek to Phoenix for defenseman Harrison Ruopp, goalie Marc Cheverie, and a third-round pick. Michalek played five seasons with the Coyotes before signing a free-agent deal with Pittsburgh in 2010.

Washington ended the run on defensemen, taking center Filip Forsberg with the No. 11 pick. The 17-year-old Forsberg was the youngest player on Team Sweden at the 2012 World Junior championships. Forsberg said he models his game after former NHL star Peter Forsberg, though the two aren't related.

The Buffalo Sabres took center Mikhail Grigorenko, who like Yakupov is from Russia, with the No. 12 selection. The massive 6-foot-3, 200-pound Grigorenko led rookies in the Quebec Major Junior Hockey League in scoring last season, netting 40 goals and adding 45 assists for the Quebec Remparts.

The Staals weren't the only players who made the draft a family affair. The Boston Bruins chose goalie Malcolm Subban with the No. 24 pick. Subban's older brother, P.K., is a forward with the Canadians.

Phoenix drafted forward Henrik Samuelsson at No. 27. Samuelsson's father, Ulf, played 1,080 games in the NHL and won two Stanley Cup titles with Pittsburgh.

The elder Samuelsson received a warm ovation when his face flashed up on the Jumbotron. It likely won't be the same for former NHL Stephane Matteau, whose son Stefan was taken by the New Jersey Devils with the 29th pick.

Stephane Matteau, playing for the New York Rangers, eliminated the Devils and rookie goalie Martin Brodeur with a double-overtime goal in Game 7 of the Eastern Conference finals in 1994.

Now his son will try to help the franchise that is coming off a Stanley Cup finals loss to the Los Angeles Kings earlier this month.

Michelle said Dennis attacked her when she refused, shoving her onto a bed, then took off - only to return hours later, still intoxicated, for breakfast.

Dennis wanted to take his son out to eat, and Michelle obliged on the condition she came with. At the restaurant, Dennis proceeded to do the shots.

She claimed Dennis then repeatedly made comments about her boyfriend, saying, "You're f**king this white guy!?" Rodman clearly has some issues.

It's unclear if Dennis will testify, but he is due in another Orange County courtroom later today to fight his $51,000-a-month child support payments.

Greece seeks to win Germany's respect at Euro 2012

GDANSK, Poland (AP) ? Now for the really important business between Greece and Germany: Football.

On Friday, thousands of fans from the two nations at opposite ends of the eurozone financial crisis are converging on neutral Polish turf for a European Championship quarterfinal match.

For Greece fans, Friday's clash in rainy Gdansk inevitably mixes sports and politics, Euro 2012 and the euro currency.

They seek respect for their country after its humiliating economic collapse ? and the German government's role in imposing strict austerity measures.

"It's not good that sports and politics are together, but today we have no other choice," said Greece fan Michalis Kalotrapesis, wearing a white national team shirt and tracksuit top. "We are playing for our country and for our image in Europe and all over the world."

Kalotrapesis, and three Greek friends who now live in Germany have driven through the night to support their native nation here.

Their pride in performing what they see as a patriotic duty fits into Greece's favored national narrative: In football as in finance, Germany is the traditional power and Greece the spirited underdog.

"We are a little bit crazy, but it's the Greek mentality," said Nikos Barzas, pointing out the bloodshot eyes of the group's designated driver, Georgios Kotiniotis.

They left Gifhorn, near Wolfsburg, at midnight with 750 kilometers (about 465 miles) of road ahead of them. In a city center cafe, the first coffees of the day were helping them bridge the 10 hours to kickoff.

German Chancellor Angela Merkel's journey to Gdansk will surely be more comfortable. Merkel will attend the match after morning economic meetings in Italy that were brought forward to help fulfill her role as the supposed lucky charm of the national team.

Barzas is glad she is coming ? to further spur the team and 5,000 Greece fans expected to attend the match.

"(The players will) fight a little bit more because (they want) to beat Angela Merkel. (It would be) a little bit of a small kick in Germany's (backside)," he said.

About 15,000 Germans were expected to go to the match, according to the Football Supporters Europe group. Many of the Germans were arriving at Gdansk's main train station, with scalpers leading those without tickets to a nearby shopping center. The asking price was ?200 (about $250) for a ticket with a face value of ?75 ($95). There didn't appear to be any Greek fans in the market for them.

Two days after being sworn into office, the prime minister of Greece's new conservative-led coalition will stay at home to work.

Antonis Samaras, a Harvard-educated former finance minister, is better employed stabilizing the country after a tense election last weekend than cheerleading at a football match, fan Thomas Nikolopulos said.

"I'm glad they are at home," said Nikolopulos, who arrived with his son Daniel in Gdansk on a Friday morning flight from London.

Nikolopulos, who is originally from Athens, said the feeling back home is that "Germany has put them in the corner" over the euro currency crisis.

"This is Greece's opportunity to stand up and try to go back to being historical wonders," he said, with a blue-and-white striped national flag draped across his shoulders.

Greece fans takes faith in their team's surprise run to be Euro 2004 champion, founded on the same solid defense and dogged resistance shown by the current team in Poland.

For three-time European champion Germany, the match seems more routine ? its fourth straight quarterfinal at each World Cup and Euro since Greece's golden year.

"For me, it's a normal football match," said German fan Klaus Lehmkuhl, a technical consultant from Muenster. "I don't think the politics is important for the German team. They are football players, not politicians."

Still, some off-field tensions are expected when the German national anthem is played minutes before the match begins.

"We will respect it. But the (hardcore fans) from Greece, I don't think they will," Barzas said.

In Berlin, a German deputy government spokesman was peppered with questions about the match and asked whether, in view of the eurozone crisis, Merkel would feel the need to tone down any goal celebrations.

"It's hard to assess that in advance," Georg Streiter said. "I think it depends a bit on how the game goes, but I think you will see that she is glad if there's a goal on the right side."

Streiter also shrugged off a question as to whether Merkel would consider herself partly responsible if she doesn't bring luck to the team and German loses.

"I think you would be loading up the chancellor, who already has plenty of packages to carry, with an unjustified package," he said. "She's a spectator."

After two months in a standardized test of depression decreased on average by 80 percent and PMS scores had decreased by about 40 percent, he said.
